French Macron Law does not want Whistleblowers

Recent events recalled that in France the whistleblowing function is still undesirable. Thus, despite the Republicans improvements gained in 225 years of history, the person who believes to have information useful for the society or the economy is not allowed to broadcast them even selflessly. Because of this democratic attitude, we will not be devoting any editorial to any alerts launch damaging the freedom of expression of our Smart-webzine website, and we’ll just talk to you about latest technical information in the field of networks.

The first important information to note this month is dealing with the Web, this network which is the source of our concern because of the lack of security in our communication exchanges. Already last year, the book “New Telecom Networks – Enterprises and Security” (iSTE & Wiley Editions) warned users about the NGN (see page 268), stressing the need for a technical adjustment of network protocols. On this theme, in a recent Expansion / Express interview, Louis Pouzin confirms its previous statements. “The Internet is built on a swamp”, he said, and it is hoped that the work currently underway will lead to a redesign of its architecture in which Europe could have a role to play in the next five to ten years (project called Rina, for “Recursive Inter Network Architecture”). Dear Readers, be patient! The new Internet network is on the way! Do not rush into new innovative services without having in mind that the future Internet will have a new face!

The second important information this month is that one, concerning the deaf and impaired hearing people who are at risk of not being able to use radio hearing aids. Thanks to technical resources provided by the British Ofcom, a study was conducted on the radio compatibility between ALD (Assisting Listening Devices), cochlear implants and Bluetooth devices, which three operate in the frequency band reserved for scientific work ISF from 2.3 to 2.4 GHz.

The ITU-T rapporteur for this question says that among cochlear implants, those who do not implement radio devices are obviously not affected by the interferences, but those who use it are totally. Proximity to a mobile phone or an ALD amplifier actually causes either total cessation of radio communication or unpleasant interferences. Depending on the “link budget” or the radio link distance to be established, a reduction in the range of about 33% is observed.

The Bluetooth system responds in a manner similar to that of radio ALD, but in some cases, there are more robust, and it is possible that a filtering frequency guard band protects the system. Interferences occur when:
1. A mobile phone or mobile system uses the frequency spectrum from 2.3 to 2.4 GHz,
2. Or a mobile phone or a repeater is less than 5 to 10 m of ALD.

British Ofcom esteems today that there is a “low probability of interference,” but as the number of mobile phones in use will increase the likelihood of interference will grow. This technical subject is difficult to understand and explain to users because the blurring of ALD and Bluetooth devices remains uncertain and obscure for users. The very nature of mobile phones is that they are mainly used adjacently to the ear of the person. The user does not know if he is alone in using the available spectrum, or if it is co-sharing with passers of its neighborhood. He does not know himself, if walking along the street, his phone does not disturb the operation devices or devices that are near the windows he meets.

People who use medical devices hearing aid will be experiencing more and more disruption in the use of telephone terminals in this 2.3 to 2.4 GHz frequency band, which had been reserved for them. The Bluetooth system is being implemented in many devices (mobile phones, ALD, car accessories, music players). Random interferences will therefore increase and remain unpredictable and unexplainable.

The unfortunate consequences of this technical problem can be reduced, provided that incorporate some form of filtering in Bluetooth systems in medical devices and ALD, if indeed the physical space and power available battery allow. The results of measurements carried out show that the observed interference depends on the relative distance between the victim and the jammer. The weakening of the signal received in the order of 25 to 35% can be a major problem in the case of the use of ALD in schools and support the sports outdoors (coaching) as this is likely to cause confusion or security problems during the work sequence. Already mentioned several years ago and several times without success to many authorities, this issue should be brought up again at the World Meeting of the WRC expected in late 2015.

Furthermore, the public could simply lose confidence in a poorly designed technology under highly generalized use. Just as radio systems designed for the hearing impaired, the communication system built on the Internet proves fragile and not securable. It must not be said, because of the Macron Law, but you have to know and consider it.

In the past, Administrations had the responsibility to ensure the quality of the public services and for that, they invest heavily in Labs awareness. Today, regulation has divided the tasks among a lot of entities. The notion of responsibility has crumbled along international meanders.

The communication technology must continually be progressing. That is why the first implementation a global digital network, probably built too quickly on a “swamp”, grows “like a weed”, but will constantly be improved over the centuries.
